RE - Derrick Ambrose Past RE - Tim Ferrick Road Racing Director – Kristen Moore Solo Director – Bernadette Kuehn Rally Director – Jacob Sturgeon Scott opened meeting at 6:00pm First order of business; Dwain announced the official count of voting for open Board positions. There were no new members running for the BoD, 82 members voted and all approved the current board of directors to become the new board of directors in 2022. Thank you all who voted, your voice has been heard. Directors Reports; Rally – we are looking at 3 sites for 2022 and we have 1 event to run with SCCA a Time, Speed, Distance event. Solo – Our events at Shelton and Packwood almost finalized, and we will be having a Starting Line event in 2022. Looking to recruit new members from that event. Road Racing – Our 2022 event schedule has been finalized, our regular March opener, April 9, 10 at the Ridge for a combined OR/NWR SCCA event, May for the Super Tour/National, August Double Regional, and September Double Regional. You can find the dates in the ORSCCA web site. Past RE – Club in a big challenge to fill in big gaps with the passing of Karen and Mary. Asst. RE – Looking to replace some of the Radios next year and selling of some equipment not being used. RE – Yes some gaps in the club from losing Karen and Mary, remember this does bring opportunities for others to get involved, if you know someone who is looking to be involved please let us know. The club has room to grow, some of the other regions are experiencing double digit growths in the last year. Members comments; Michael Luttmer – Washington group has the same problems and questions, not just unique to Oregon. Education is what is needed, exposure. Scott – question is still how can we turn Track Night in America event into members? Got some work to do in that. Scott Vondrachek opened the meeting by welcoming everybody to the Zoom meeting. In attendance: Tim Ferrick, Scott Vondrachek, Jonathan Keeble, Karen McCoy, Bernadette Kuehn, Kyle Keenan, Kristen Moore, Dwain Panian. Derek Ambrose. Absent: Jacob Sturgeon, Carrie Sutherland COMMITTEE Report, Regional Office -- Karen spoke on Oregon Saves, a savings plan mandated by the state of Oregon that all employers must provide for their employees. Oregon Region has registered with the State as required. Karen has opted out of the program. Because the opt-out is in place, there should be no maintenance to do on the program, but we will have the accountant check this when our tax return is prepared. Treasurer Report – Karen will provide P/L and Balance Sheet for future board meetings. Rally – Not present. Solo – We have decided on no banquet this year as COVID restrictions are on us. There is a list of awards, but that is up in the air due to the budget. We are waiting on PIR, Packwood Shelton/Anderson Field for use next year. Road Racing – 2020 season complete. Quick recap: Forced to cancel March Regional and May Super Tour events due to COVID-19 closure. PIR was able to reopen beginning of July and we were offered a July make-up weekend which we scheduled a Majors event. The July Majors event was a success with large entries. August three day event had less entries than what we had expected. September Regional was canceled due to closure from forest fire smoke. No end of year awards will be presented due to the limited year. 2021 confirmed events: March 27-28 Double Regional May 15-16 Super Tour August 7-8 Double Regional September 18-19 Double Regional Additional events to note: May 29-30 NW Region Majors at Pacific Raceways July 9-11 60th Annual Rose Cup Races 2021 Cohosted Event with NW Region SCCA The only weekend offered for a co-hosted event at the Ridge was July 24/25. This weekend proved to have too many conflicts; therefore, we will resume our Oregon Region/NW Region partnership event in 2022. Vintage – no report Director I – no report Director II – no report Past RE – no report Asst. RE Scott – Shows the BoD charts and graphs of interest in Solo, Rally and TNiA, and Time Trials. Lots of discussion ensued. The chart showed not much interest in TNiA and Time Trials and Track Events by dues paying members. The chart showed that #1 interest was Road Racing, #2 Solo, #3 Pro Racing, #4 Rally, #5 Rally Cross. Time Trials was only about 4.8% interest. Dwain asks, can we force Track night participants to join SCCA? Would the number look different then? Scott – Maybe or find a business entity to help grow the interest, it may help. Karen – by registration, most Time Trials participants are not SCCA Members. Scott – We should create a Time Trials committee to determine if our region can support a Time Trials program. All were in favor of a Time Trials Committee being formed. Derek Ambrose speaks on his board position. Dwain read results of the Vote for changing of the bylaws, online voting at Motorsport Reg results – 81 yes, 8 No. 91% yes vote to accept bylaw changes. They will be printed and posted on the website soon. Scott- should we keep voting at Motorsport Reg, all agree. Scott – any other new business? None presented. Good of the Order – New schedule for Meetings, all agreed first Tuesday of the month at 6pm works. Karen – next meeting date? January 5th, 2021, Tuesday. Kristen - after COVID we could meet by Zoom occasionally, seems to work well. Karen – ballots to be worked on for voting for Board, Dwain and Karen will work it out and get something soon for voting to take place and be done by end of year. She has requested three dates for 2020. She has heard from some Vintage drivers that entry fees are too high and that they do not get feel appreciated. Karen will look for something for those workers planning to go to The Runoffs. TREASURER: Absent LOUD PEDAL: Absent DIRECTORS REPORTS: ROAD RACE: Kristen opened discussion on the drivers that are eligible for awards this year. She suggested that we send out an e mail to get feedback from the members for suggestions. Karen will follow up on that. She will have a discussion tomorrow with NW Region RE on his request to have a joint event in 2020. SOLO: Absent RALLY: Jacob explained the format of what a Gambler 500 RallyCross is. One is being planned at PIR to be held in May. More info will be forth coming. VINTAGE: Tim advised that entries are down everywhere. There are lots of events for Vintage out there. DIRECTOR I: Allie looking at items for awards for drivers and workers awards. DIRECTOR II: Rio relayed info to Bernadette that he thinks we should have Time Trials at every SCCA event. It was suggested that he discuss this at the next BOD meeting. PAST REGIONAL EXEC: Absent ASST: REGIONAL EXEC: Derrick plans to run for the RE position. REGIONAL EXEC: Tim discussed the TNiA events and suggested that we turn them over to Ntl to operate. It is hard to get our workers to double back on event days. He is looking forward to the end of the year party. Olive Garden is catering and the ice cream truck will be on site as well. APPROVED: DATE: 8-6-19 PLACE: Raccoon Lodge Restaurant PRESENT: BOARD MEMBERS: Tim Ferrick, Derrick Ambrose, Jacob Sturgeon, Kristen Moore, Tim Scott OFFICIALS: Karen McCoy, Jeff Zurschmeide, Mary Thompson MEMBERS: Erin Wilson, Patrik Lundin ABSENT: Todd Harris, Rio Rios, Allie Ferrick, Bernadette Kuehn MEMBER/NEW BUSINESS COMMENTS: Erin, in her role as a member of the Safety team, as well as Acting Safety Steward was in attendance to discuss an ongoing issue with a worker that has some medical issues that may make it unsafe for them to perform the duties necessary to keep them and others from potential danger. Said worker is aware of their health issues and the need to be monitored by a health professional to conquer them. After much discussion and review of statements by witnesses at several events at PIR ORSCCA felt that it was in the best interest of the region and the worker to suspend their participation at any events for the remainder of 2019 season. This suspension will be reviewed 30 days prior to the 2020 season with the presentation of a signed release from a medical doctor as well as interviews by select stewards who will make a decision as the reinstatement of this person as a track worker. REGIONAL OFFICE: Karen has had an inquiry as to the possibility of a tow fund for the runoffs in Virginia. This was discussed and a decision was made to allocate $2000 total….to be divided among those OR Region drivers going. M/S (Tim/Tim) It was noted that this was made possible by the negotiating skills of our Road Race Director Kristen. Her inviting other groups to participate on our weekends has made this expenditure possible. Jeff advised that he would be attending and would be pleased to present said drivers with their portion. FOPIR has paid for the addition of the bracket for the truck to handle Holmatro. TREASURER: Absent LOUD PEDAL: Jeff advised that all is great with the LP and the next edition should be Nov 3rd. He has also started a drive to see the possibility of hosting the Runoffs at PIR. He will be working on this project as part of his duties as our representative on The National Board. Attendance at upcoming Time Trials at various locations will be part of his participation as well. He appreciates any feedback as to our experience as well. Some shared that the Ntl staff could have been more appreciative of our local staff. DIRECTORS REPORTS: ROAD RACE: Kristen has submitted our requests for 2020 race weekends to EC/PIR. Decisions will not be finalized until a month or so. Plans for the end of the year party will be in progress. Event will be at track at our Sept event. SOLO: Absent RALLY: No report VINTAGE: Tim felt that The Rose Cup went well with no incidents other than one driver whose car did not qualify for the event. Karen said that she would get a catalog that she has to him for review. He made the suggestion that each race group would find it a positive to have a liaison. This person could act as an advocate for the group as well as have open line of communication among the members. His group has one and it seems to be advantageous for them. First we will spread the word in the community then look for options of listing it for sale on the internet. Bob also wanted to understand the PIR policy regarding using a personal vehicle. The topic was brought up lately due to the new Holmatro Tool and authorized vehicles it can be housed on. Kristen informed Bob that personal vehicle can be used during a race weekend (just as it has been in the past) with the exception of the Holmatro Tool since it is owned by FOPIR. The Holmotro Tool must be mounted onto an Oregon Region SCCA safety truck that responds to on-track incidents. The “new” safety truck will be equipped with approved brackets to hold the Holmatro Tool for the next Oregon Region SCCA Road Racing event. The BOD would like to see our E Crew Chief Ken Killam return for the August and September events. SOLO: The Starting Line event on Saturday had low attendance. The Women in Racing event on Sunday was run very well. Goal with the participants was to have them relax. The environment was very laid back and the day ended with many happy customers! Thanks to National for inviting Solo to the Sunday lunch with Time Trials. RALLY: Jacob and group are working on getting a permit in Clark County for a new location. Still in search of new locations. They are interested in running an event at PIR. VINTAGE: No report DIRECTOR I: No report DIRECTOR II: Bernadette reported on the Women in Racing event that she was in charge of running. She was very happy with the results of the event and thinks that a number of the women will come back. There were no incidents. The Saturday dinner party had excellent food but was poorly attended. National sent 8 people to run the event and did not end up using the help of our local crew. The yearend party will be held on the Saturday of our Sept event. Sept 15th. Looking for new ideas for giveaways, share if you have any. Pricing on radios is still being obtained with the BOD making a decision to purchase 10-12 new ones each year to replace those aging out. She relayed that 24 cancelled out on The Super Tour. Weather always questionable. SOLO II: Rio advised that they had 74 attendees for their Packwood event. They also held a committee meeting while there. This coming weekend on the 18th, they will hold their Women in Racing event at PIR. The next Starting Line has 11 signed up. RALLY: Jacob completed The Oregon Trail Rally, he finished 25th out of 77. Good Job! Next up is July Rally Cross. VINTAGE: No report DIRECTOR I: Absent DIRECTOR II: No report Bernadette asked for job descriptions for members of The BOD. She will use them to prepare for one of her duties which is finding nominees for positions being vacated or challenged. Mary will get these to her. Monte was added to the TT page for the Portland event which he wanted but whoever setup the page just went and grabbed some old information instead of contacting him. REGIONAL EXEC: Tim advised that the preparations for The Time Trials is moving along. Members from National will arrive Friday. They will set up registration in the Rose Cup Room following TNiA registration. The will also provide and cook burgers and dogs for all participants and workers. They also bring T&S people. Jim Graffy graciously has agreed to offer assistance if needed via phone from WA. It will be able to mount the new safety tool for use as well. Todd added that any special mounting brackets needed for install on different trucks were included in the purchase plan. Kristen is looking into securing additional or replacement radios for the region. Prices vary from vendor to vendor. She is working with Ric on these, SOLO II: Rio reported on their last event at PIR. He and EC met to discuss some issues that arose before the event started. RALLY: Jacob spoke about their last event as being the worst experience. It was at La Center with very muddy, icky terrain and lots of buried cars. Events 4 & 5 had 105 entries on Saturday and 110 on Sunday. The May 4-5 event has been cancelled. The next event will be May 18-19 at Packwood. The Lodge at Cascade Brewing, Portland OR In Attendance Board Members: Tim Ferrick, Derrick Ambrose, Todd Harris, Kristen Moore, Tim Scott, Allie Ferrick, Bernadette Kuehn, Rio Rios, Jacob Sturgeon. Officials: Karen McCoy Members/Guests: None Regional Administrator: Karen suggested we not establish a charity account as approved at January 2019 board meeting. The primary purpose of this account was to gather donations for teens to attend Street Survival training. Our classes are full with long waiting lists, so probably not necessary to expend time & effort on this right now. Rio & Bernadette are investigating a possible location to add another date for Street Survival. Rally: Jacob reported Oregon Rally Group has paid their debt to Oregon Region in full. First event scheduled April 13-14 in LaCenter WA. Also looking at another site. Jacob will call Track Manager about RallyX space at PIR. Solo: Rio reported we had 25% more participants over last year for events 1 & 2. Almost double that for 3rd event! He thinks the culture they are developing has contributed to this increase. Solo has obtained sponsorships of $1500-$2000 from HST Oregon (they train for CDL licensing). Competitors love the new pavement in PIR South Paddock! Vintage: Tim S. reported one driver leaving Oregon Region because his car does not comply with Vintage class rules. Road Race: Kristen reported entries were up this year over last for first event. We appreciate the support of Miata Tour. 12 students attended Licensing School & 6 entered the March race weekend. We sold track time to Radical Motorsport Ltd & GASS in August, so there will be no TT that weekend. Bob Smethers, Race Operations Manager, submitted a written proposal about the state of our vehicles & a recommendation to purchase a vehicle from Cascade Sports Car Club which they have used for emergency response. Cascade is asking $2000 for the vehicle. The Board requested more information about the vehicle before deciding on purchase. Subsequent to this meeting we checked with a local mechanic & race driver who has maintained the truck and he said it’s a good value. The Board voted unanimously by email to purchase the vehicle. Pro Drive has cones to lend for TNiA. Notified Aaron Bucci to call Pro Drive before the TNiA events to get the cones. Discussed purchase of FM radios & proposal from Ric Farrar. No decision made. End of Year party will be held on September 14, our last road race of 2019. Our TT events are not appearing on National TT website. Our events are actually “Track Events,” not Time Trials. Tim F. & Derrick plan to attend the ThunderHill TT event this month to see how it’s run and what Oregon Region should be prepared to provide for our National event June 8-9. Director 1: No report. Director 2: No report. Past RE: Todd thanked Tim F. for the customer service message sent to all members. Assistant RE: Derrick reported on National TT event June 8-9: He is contacting prep shops to support our drivers at National TT event. Need 10-12 Oregon Region volunteers as leaders for the event. Karen suggested that we establish a charity account for the region. This could provide a fund for such things as scholarships to TRSS and other worthy projects that would be tax deductible for the donors. The BOD was unanimous that this was a great idea and that we should move forward with it. Mary suggested that the region provide seed money to set this up and agreed that it should be managed as a separate account by Regional Admin, Karen. The Auto Show was discussed and we will participate with Rio coordinating with Karen and others interested. PIR will establish the booth with FOPIR, Cascade and SCCA becoming part of it. TREASURER: Absent LOUD PEDAL: Absent DIRECTORS REPORTS: ROAD RACE: The Conference Race Steward contacted Kristen about a driver who displayed less than good sportsmanship in at PIR. There was discussion concerning this with reports from some fellow competitors on the BOD. The Operating Policies were reviewed as to any action that could be taken by Oregon Region. It was decided that we will wait to see if this person chooses to participate in 2019 at which time he will be closely monitored. If need be, the region will take action at that time. We appreciated being informed by Conference of their concerns. She was pleased that 2018 ended on a positive $ note! 2019 is falling into place. The End of Year Award nominations were reviewed with discussion on those suggested. With many worthy drivers this is never an easy task. SOLO II: The Solo Banquet will be held Nov 17th at Ernesto’s. Rio advised that they are looking into using Motor Sports Reg in 2019. RALLY: Jacob stated the difficulty in creating a calendar that helps all of the groups to plan events without overlap. There are so many events that have conflicting dates however, he will try to develop a reasonable and workable format. VINTAGE: Absent DIRECTOR I: Aaron would like to be a part of being able to promote SCCA at the big events at PIR. He has ideas and is willing to share them. DIRECTOR II: Absent PAST REGIONAL EXEC: Todd voiced that E.C. was pleased with the symmetry that made 2018 a positive year. World Challenge was pleased and has signed up for two more years at PIR.
